Hard not to think this is a vendetta or professional jealously or the like. Maybe the person at the Council just doesn't like late planning applications?
Council say driveway is too small, then say the couple need to also spend £10,000 on 'nutrient neutrality works' - (to prevent water pollution). The lesson here is not to submit a late planning application (i.e., after you've spent the ££). With the unpredictability of council decisions - it's just too risky. Always get planning approval 'before' spending any ££.
