    Rubbish bin bar codes in council plan

    From NZ Herald:
    "Aucklanders will be putting out a wheelie bin of rubbish with a barcode attached for billing them if a move to a user-pays waste operation is extended to cover the whole region."

    So that would be interesting.
    They go on to say "A householder's bill would depend on the number of times the bin was emptied."

    Part of the idea is to make a profit out of collecting the rubbish.
    But who would they charge?
    If they charge the tenant, that means that the Auckland Council will need to set up and maintain a database of household occupants as distinct from house owners. You can imagine how much that will cost, and probably chew up any profit from the charging.

    Or would they simply charge the owner/ratepayer, and expect the Landlord to become an unpaid and unwilling debt collector who is expected to get the money out of their tenants and forward it to the Council?

    Heh... if they brought that in, it would only be a matter of time before someone put their neighbour's bar code on their bin!

          Because of my impecable green credentials I'd fill a wheelie bin once every 3-4 weeks. In mid-summer that would mean that the organic material in the bin, by that 3rd-4th week would be humming quite loudly and liquified at the bottom. The rubbich collectors are going to love that.

            The council would be totally unconcerned about user-pays. They
            will simply work on ratepayer pays. Whether or not the owner re-
            covers the cost from the occupant will not concern them, at all.

            Local government liars, national government liars - they always do.
            That's one thing they have in common.

              I saw something like this is an upmarket suburb in Holland a few years ago.

              It was all high end low rise (3-4 story) apartments and townhouses. Each household has a mini wheelie bin secured in their parking area under the building, and there was a local waste drop for each 2or 3 buildings. Clever bit was that the waste drop was automated and it weighed your bin as you deposited it in the lift/hopper receiver.

              Costs per kilo of rubbish simply got charged to the occupiers credit card. Very hard to game the system or cheat, but quite expensive on the upfront capital plant expenses.
