New(ish) RTA insulation requirements - Access Issues

With the new underfloor and roof insulation requirements for rental housing, does anyone know if underfloor insulation is still required for 60's houses that were built with very little space between the ground and floorboards. My rental only has 30-40cm space, and one insulating contractor has said that it is too little space for him to work.

Will Tenancy Services expect me to do anything here?
    Thanks

From my understanding of the newish legislation if it's physically impossible to gain access then that's the end. Even with my small stature I'd be pushed to get into a crawl space of just 30-40 cm.

I have a property that has good access to about 2/3 of the subfloor and then it slopes up and doesn't have enough room for more than slithering on your belly, so I'm expecting to only insulate that part that is reasonably accessible. Shame part of it is a bedroom.
