      in what context?

      capital value in terms of nz real estate is generally a house/units approximate value as calculated by a city for the purpose of levying rates

      from the auckland city rates page

      Is an assessment of the probable price that would have been paid, including land and buildings, for the property if it had been sold on 1 July 2005. It is not the market value for a property.
      The capital value does not include chattels which will need to be added on when estimating an appropriate sale price.


      (and it should probably say july 2008, not 2005)

                So if you offer $1 over the BBO or BEO price it should sell.
                Thats if I'm not mistaken.

                    BEO and BBO are an indication of what the agent believes the vendor will accept. They are generally supposed to be within 5%.

                    Given that most vendors are optimistic in their price expectations then I generally consider then a maximum price, rather than a minimum.

                    If a property really really works for you, and you offer the BBO/BEO price, and they counter, then just forget it.
