She doesn't deserve a job and her victims' closure
is hollow, given their impecunious positions, now.

A few years in jail - if that's what she gets - is like
    a painful yet get-off-of-the-consequences card.

She should be made to work to pay back what
she owes, to the taxpayer and her victims.

Made to work.....so who is this employer to be then ?
And why should they be made to employ her?
Is a special job going to be created just for her, or will she take a job someone else could have filled ?

In practical dollar amount terms, how much do you think each victim would receive per year from this job she has as per your suggestion?

Do you believe no perpetrator of financial fraud should be in prison ?
For example, the directors of various finance companies, or Gavin Bennett (Datasouth), or David Ross (Ross asset management )

Also, prison is not only a punishment.
It is also a deterrence to others who may now think twice before considering similar actions.

Making reparations is not an unusual
        part of putting things right.

If prison acted as a deterrent, then,
given they/re building more and more
shows how well that notion works.

In this particular case....give some details about how it would work?
Or perhaps answer some of the specific questions I asked ?

Prison is a viable alternative for accommodation. One of my brothers will use prison as his retirement vehicle. He has indicated this to me on more than one occasion.

Make prison hard, nasty and a place people don't want to go back to.

Perhaps she could go around to her victims places and mow their lawns, paint their houses, do their shopping and tidy up their gardens.
              Or something similar.
Or work for a charity of the victims choice.
So many opportunities to help her victims.
              Or chuck her in jail.
              What would you choose?
I guess most scammers would refuse to help their victims and prefer to stay in jail.
In which case they should serve their full term.

Candidly, I'm not inclined to bother. It simply seems
too easy to wipe-the-slate, so-to-speak, with almost
                no thought of the victims.

She should have to go to jail and then pay back the money IMHO.
