Rental level for loan application?

Where does this amount come from? Does it have to be from a PM?

I recently got a loan and they wanted one from a PM not Tenancy Services market rents website. The PM appraisal was lower than I would have rented it out for (they put the property as 2 bedrooms whereas I'd have rented it out as 3) but didn't make a difference as still got the loan.

I have had rental appraisals from two different Real estate agents over the last few months.
Both were way over the Tenancy services upper range for the area, by about $40-$50 so I think it is a bit of a joke, if they want you to buy the property they will fiddle the books in that area so to speak.
