324 Properties being tar sealed. Any investments impacted?

Just read this on NZ Herald this morning and it got me thinking. Yes the properties directly impacted by this will take a hit on CV but what would your take be on the properties closer by that are not included in the impacted area? Up in value or down as well?

    324 Properties in road's path
The council body expects to spend $66 million on property purchases, including 113 it intends buying in full, of which 66 homes are likely to be removed if the project receives joint funding from its board and the Government's Transport Agency.
Note: Sorry i couldnt post the link as i havent yet posted more than 10 times.

      I have a cunning plan M'Lord.
      What's that Baldrick?
We shall bring all the peasants here, so that yours may be the greatest Fiefdom in all the land.
That is a cunning plan Baldrick; and where will they be housed?
      Down at Drudgery M'Lord.
      Excellent Baldrick....excellent.
Prey tell me my turnip brained oaf, just how will all their oxen travel to market?
Well M'lord, we shall tear down their homes to build more oxenways.
Hand me that cauldron of boiling oil will you Baldrick.
