just wondering does the cost of fence sound reasonable?
not from here so don't know the regular cost of it

9m fence, 1.8m height with dressed panels and dressed posts, consumables included, including labour
around NZD2000 excluding gst, does that sound in the range?

rule of thumb is $100 lineal meter for a 1.8m wooden fence but that wont include any prep work like removing hedges etc

Get 2-3 quotes if you're not sure. Some people will try it on.

My copy of Rawlinson's has a range of $118-$136 lm for 1800mm high timber paling fence depending on where in the country you are. Given your fence is only 9m the cost per lm will be higher. I'd say you're not too far off.

Your quote is for dressed timber, quite different from the standard rough sawn paling standard fence. Get another quote.

I have had three two under 3k for 13.9m 1.5m high and then $5400

The $5400 doesn't really want the job but will do it if you pay them lots.
