Subdivision with new manhole

We have finished our subdivision but have received a rather hefty bill for the new manhole that was needed. The last post I can find was from 2018 which should have the cost at around $5,600 for a new manhole and around 8lm of pipe. Does anyone have a more recent price for something they have done?

I have gone through the forum and seen previous comments about not being able to subdivide something in the Terrace Housing and Apartment zone unless it will be 1200m or larger. I understand that the purpose of this rule is to encourage people to fill in the land with high density units/apartments....
