NZ tenants would shit themselves if they had to be as responsible as it seems the German tenants need to be.

With more freedoms come more responsibilities.
I don't think we (both most tenants and LLs) are mature enough for a European type of system.
Some people there have rented the same place for decades and some have been in the same family for generations.
I’d also point out that a NZ rent cap would be different from the German one quite significantly..
German tenants pay a single monthly amount made up from two bills in the contract - kaltmiete which is the cold basic monthly rent for the usage of the property which is being discussed as capped but, there’s also the monthly nebenkosten which are all other ‘consumable’ bills incurred by the landlord to support the tenant. This can include maintenance costs for pumps, furnaces, metered Hot water usage for heating/ washing, tree pruning, weekly rubbish removal, any cleaning arrangements, exterior maintenance, annual servicing such as chimneys, fire alarm maintenance, and any other bills like television license, local taxes
the landlord cannot inflate the bills, add margin, add anything outside of what is agreed in the contract, or bill the tenant for replacement of assets or take a %age contribution into a fund to replace these assets
the interesting part about this is while the tenant pays a sum monthly, at the end of the year there is a ‘reckoning’ of the nebenkosten and the Tenant must legally pay any deficit in the landlords actual bills to support them or ..if hasn’t consumed so much hot water..gets a refund..
essentially it means no financial risk but also no legal excuse for the landlord being unable to meet the obligation in keeping the property maintained in the exact same state as the tenant rented it
It also means the cold rent is clean payment directly to the landlord and solely for the ‘usage’ of the living space..capping the cold rent is possible while still maintaining both landlord and tenants obligations equally

The Berlin rent freeze has similar parallels to what has happened here with the recent ill thought out RTA legislation coming into place . In a nutshell taking away by stealth the individual right to control your own property while the government forces you to hand over more control to it. As bit by bit is taken away you eventually cease to own the property , again socialism and communism are best friends.
Its a key plank to understanding the way socialism works and obsession with using "feel good" words like inclusive, diversity, equality, sustainable etc as a camouflage to drive it all forward . The joke word is inclusive i.e as long as you agree with us we wont exclude you.
Socialism never works because it fails both those it aims to protect [tenants] and those it legislates to collect against [landlords]. Landlords ultimately sell up when legislated heavily against, which means less houses for tenants in an already short supply market, then rents follow upwardly.
In reality though the vast majority of the tenants that cannot find rentals are mostly themselves to blame through their own dysfunctional means.
Whenever i have placed an ad for one of my properties ,i have had a host of undesirables ring up that no landlord in their right mind would take onboard. These "great unwashed" represent a vast majority of the current 30000 people that are without homes who are often placed in motels at exorbitant costs of $1150 pw paid for by a derelict government .
Again the source of pressures for this new rental legislation can all be traced back to the UN , because the general dogma they trot out is
""........the unhousable have a right to be housed and no tenant should be evicted"". The UN's special housing rapporteur Leilani Farha recently visited these shores and said that. It wont stop until they have no more means of using other peoples money , again socialists want your money to fix the problems however they see fit.
Anyone voting for Jacinda or the Green filth this coming September 19 election would have to be very unaware of the big picture .

Certainly, the current crop of klowns want owners to own so the oweners bear the risk, while the socio-commies control the owner's property by legislation and regulation.
