So I asked the bank for more money to finish renovations. The bank said they want a valuation done if we proceed. How is QV going to treat half finished renovations, and what information are they likely to give to the council?

Rateable Values are assessed every 3 years. Each council employs their own valuer, not necessarily QV. You can ask your council who they use, sometimes it is on their website. I'd say if you employed QV i.e. for your half finished reno's, they would undertake a valuation for the purposes required and that they would not pass this information on to Council. I understood the value of works on a completed (signed off) building consent played a part towards increasing the IV of a property. I'd doubt a valuation on partially completed renovations would be passed on, even if QV was the Council's valuer. Maybe that is something you need to ask them. However I understand that the 3 yearly rating review is a far broader assessment, based on sales and completed building consents and wouldn't delve into the nitty gritty of each property. That's when you have the opportunity to object to your valuation based on your 'nitty gritty'. I've objected twice to my valuations on different houses and they were adjusted.
