If a builder has no work on they will just take a holiday. If you pay them less, they will work slower. Of if it's a contract they will work faster and rush the job through.
You don't see taxi drivers going 200km/hr rushing around town to pick up and drop off customers. Neither do you seem them drive really slow because the're trying to save fuel or pick up more than one passenger at a time.
What builders really need is someone telling them what to do and where to go. There needs to be an independent agency to distributed the supply and organise where it is needed most and at what efficient price point is the most beneficial.
Ie send Person A to Job B for C amount of time at D price point.
The problem is that there's no central control. It's just a bunch of independent workers fleecing the system unknowingly. Nobody seems to question it either. They just say it's supply/demand. When it's obviously not.
