Buying in Flat Bush, is now right time?

Hi there. My good friends(a couple) are willing to live in Flat Bush, and looking to buy a property now in Flat Bush. I heard that house price in Flat Bush has gone down a bit in past 2 years but the new large builds are still very expensive like $1.2~1.4mil.
