Napier - Minor dwelling

We are looking at building a minor dwelling on our 3/4 acre in Awatoto. Can anyone direct me to the Napier council rules and can it have two bedrooms?

It's easier just to call them, or talk directly to a planner. A planner shouldn't be that expensive.
