Default AuckLAnd Council Altrnative height in relation to boundary

I am trying to find detail explanation about altrnative height in relation to boundary section [attached photo here],
    (1) This standard is an alternative to the permitted Standard H4.6.5 Height in relation to boundary and applies to development that is within 20m of the site frontage.???
This 20m is about frontage within 20m or it could be apply to all boundary falling under 20m from road side boundary,
Our home is front facing road, I am trying to gauge new development height to boundary ratio.
