Mechanical extractor

I'm planning to installed extractor for my ensuite. I friend of mine offered to do it but he doesn't have licensed although he is registered to EWRB last year and only waiting for the licensed. Do you think being registered EWRB is enough to carry the work.

do the work but get it signed ioff by a registered electrician and certified for insurance purposes
