Healthy Homes Guarantee Act standards announced
All rental homes will be required to:
Have a heater that can heat the main living area to 18 degrees Celsius.
Have ceiling and underfloor insulation that either meets the 2008 Building Code insulation standard, or (for existing ceiling insulation) has a minimum thickness of 120 millimetres.
Kitchens and bathrooms will be required to have extraction fans or rangehoods.
Install a ground moisture barrier to stop moisture rising into the home where there is an enclosed subfloor space.
Have adequate drainage and guttering to prevent water entering the home.
Block draughts that make a home harder to heat.
Compliance timeline:
July 1, 2021 – Private landlords must ensure rental properties comply with the healthy home standards within 90 days of any new tenancy, and all boarding houses must comply with the healthy home standards.
July 1, 2023 – All Housing New Zealand houses and registered Community Housing Providers houses must comply with the healthy home standards.
July 1, 2024 – All rental homes must comply with the healthy home standards.

We dont even have extractor fans in our own kitchen or bathroom! (you know, we open a window... duh)
Spoke to the property manager on Thursday about one of our rentals in Masterton, rent went up last year
from $285 to $340pw. Is now assessed at $385pw. Told her not to worry about it for the moment.
But guess what, good one Dhil Twitford, the rent is now going up to market rates.
I'm sure the tenant will be really happy they voted Labour (probably).

Does this overwrite the current law, that private rentals need to have insulation (underfloor, ceilings) by mid 2019? Has this bought private landlords an extra 5 years to get their rentals up to standard?

No, still have to meet the 1 July 2019 date.

What a pack of idiots,many apartments are not allowed opening windows where there is no balcony below the window, council have specifically prevented windows being openable and now this law says they must be openable !
Ventilation Ventilation must include openable windows in the living room, dining room, kitchen and bedrooms.
Also an appropriately sized extractor fan(s) in rooms with a bath or shower or indoor cooktop.

There will have to be provision for exemptions, though I can't see that on the HUD site.

Good point, Perry.
How about they say - Wow what a useful piece of work, we will be legislating to apply it to every single home, rented or owner occupied. Because think of the children.
