Really depends on the legal status of the ROW, whether it's part of the property or just an easement, etc.
If it's included as part of the land then there should be no issues.
If it's across someone else's land at very least a legal easement is needed for access, as well as for water supply, drainage, power etc, and as above access to service these.
sorry i'm not sure how to define it, to get to the land, i have to cross the neighbour's land to get there. it's rural land. which one day could well become re-zoned in like 100 years who knows. but then there could be where the problems start if i want to develop it (not that I will be alive in 100 years!)
