I relied on advice from a land development consultant experienced with earthquake rebuild issues, and his opinion was to avoid a party wall for these fee simple properties. The council has no record of ever consenting the party wall (or indeed the garages) in the first place. Not surprising I guess given that they are between 50 and 60 years old. The council's planning rules in my area are not generally supportive of party wall arrangements either as it is not a high density area, so getting consent to build a new one seems unlikely anyway.
Designing and constructing a bespoke building that incorporates 2 double garages with a party wall was deemed to be far more expensive than building two separate "off the shelf" lightweight replacements.
