a friend of mine has 2 eco cottages on his property, its a couple of acres, at the moment the council wont sign them off even though they said they would comply a few months ago.........http://ecocottages.co.nz/

You need to research more the issue is that a TH on a trailer is not a building and therefore exempt.
You are confusing 10m2 exemption for a building consent which is still a building and subject to building code and planning rules.
There is a court case in wellington at present where access may be a trigger point for becoming a 'building'

The way I see it (after watching the 3 tiny home TV shows and NZ costing an insane $3000 sqm build vs $750 in Bris)unless building yourself or you can wait until building priced return to normal, tiny homes are a Fad and way to expensive for the payoff they provide which isnt much. How about a small sized home, sounds more sensible.

It is the labour government that are running the government departments now, that are seeking to regulate these TH's out of existence. It beggars belief. TH's are the answer to homelessness as they allow people the dignity of ownership of their home without the onerous cost of the land that is required to erect a building, They only need a space to park.
