Thinking on this a bit. 16 Tribunal hearings. That is 16 landlords who have been stung and feeling the hurt. If we extrapolate that out as a percentage (from a previous post of mine) that is 1599 good tenants around there for this one bad one.

One thousand Five hundred Ninety Nine good ones.

All of those good tenants are being punished for the action of one bad one.

Makes you wonder a bit.
