A language problem, where a fly is.. what? a virtual idea or a collection of a billion atoms all moving at differing rates?

And the train like so , but a crystalline matrix.

So the flex in the organic matrix is more.

It can be seen as a maths problem, arguably true.....I prefer to see it as a "nature of time" problem.

Can time be broken into "instants"?? If so the fly must stop the train. If time is indivisible by it's very nature then the fly doesn't stop the train, but something else happens as the fly can't be going in 2 directions at once.....or can it??

It's not likely that an object as big as a fly could act in a quantum superimposed state.
But they have recently gotten larger objects to act that way.

How about this answer,

I think it would keep Newton And Russell and Chomsky and Aristotle happy.

A very small part of the fly did come to rest, and a very small part of the train did too.

Although at that atomic level, the notion of touching is tenuous, perhaps the idea that they came within each others influence is more apt.

how about this.

The professional carpet cleaner charges 100 dollars per clean.

with the first clean the bucket of water is 100% black.

with the second clean (straight after) , the water is 50% black.

third clean, 25% and so on.

how much do you spend to get the carpet totally clean?

I was thinking,

What would prompt a petty business man to act in a non petty manner.

And I took the example of a normal shop, say a local dairy.

A dairy owner figures out that return customers and profit are linked to fair, friendly and reasonable behavior.

And the control mechanism is local community word of mouth.

and the other dairy just round the corner.

Social justice and free markets working hand in hand for the common good.

With our situation, the Landlord is acting in secret ( \more or less) and the alternative accommodation is not there (or in short supply).
