    If people paid the same and got less then the counter point to that is they paid the same and now get more - by more i guess you mean the HH updates - well that is a relief for me because I was of the opinion that rents had been going up. If they pay the same for more it's a great result and we can walk away happy at a job well done...
    I don't mean anything by 'more' since I didn't say more at all.
    In an efficient market you have choice.
    I can pay $1 for a packet of semi-rotten tomatoes or $1.50 for the same size packet of nice tomatoes.
    In a tight or inefficient market I have to pay $1.50 for the semi-rotten tomatoes because all the nice ones are gone and the seller knows I really need the tomatoes.
