Generally speaking you'll get the internal plumbing and electrical included, but anything outside the building envelope like reticulated services won't be included. Sometimes they include things like plumbing fittings but no plumbing pipe and no electrical cable. So basically just ensure you get an itemized quote.
The plumber will do the drainage/sewer/water and the electrician will do the mains cable to the street. nobody designs those as such, the trades just install them to the relevant standards and provide certification.

thanks that makes sense. i am trying to figure out if issues w the section elevation vs elevation of council sewers - as section has a few building spots. i am unsure if need to orient house a certain way to take ensure sufficient drop along pipes - would it be council that has opinion on this? or would i engage drainlayers initially for their opinion??

but you need to show council how you propose to deal with stormwater and wastewater. (do you have convenient connections?(if new sub this will be allowed for somewhere))This is usually on a site plan. The foundation may need a design if site is sloping and simpler if flat.
if kitset people dont have someone to do this then look for archtectural draftsman and give him the kitset design to include.
If building yoursel\f for yourself you vcan apply for "owner-consent" and you may not need LBP although someone to advise is recommended.
