There is a person on the neighbourly site who has this question. I mentioned this webpage but they can’t seem to get onto it despite registering. Anyway this is the question they have:

Posting on behalf of friends who are Landlords-in-Absenteeism asked me on their behalf if anyone can recommend a lawyer? ( or whoever is best??) for advice on the above and other issues with their tenant? They are hoping for a more immediate solution rather than the turn-around period stipulated in the Tenancy Services Tribunal of 3-months as it can lead to devastating results in repairs as was in today's Press apparently. Any advice/experience/recommendations would be appreciated on Karen and Joe's behalf who are currently overseas until end of April.”

Section 55 of the RTA may help.

Mediation in the Tenancy Tribunal is a much quicker route than a proper hearing. The owners must have an agent if they are out of the country for 21 days or more, and the agent can act on their behalf (if correctly appointed). Depending on the situation a 14 day notice is probably required followed by a TT mediation application.

A 90 day termination notice which states 'or earlier if ordered by the TT' can be given.

If there is or could be damage inspections should be carried out and documented at permitted intervals, with proper notice of course as evidence looks like it will be required.
