I would say definitely not
With house sitting you have requested someone to come into your house for the express purpose of looking after it and usually any pets You, the home owner, pay the sitter for this service - usually in cash, but sometimes through the free use of your home in exchange for their services
If in doubt, create a contract to that effect or use one of the house sitter service companies, who I am sure would have a contract for this

You pay them - good point!
Last sitter we had for 3 months they paid a weekly sum to cover estimates power (was $50 from memory) and that was it.
$50/week for the house wouldn't be considered rent as it was just so low ($500/week area).
