subdivision progress/ pre-allocated title

Is there any way of finding the progress of a subdivision application if the building company or surveyors are not providing any information - is the data.linz site of any use here? (west auckland) Is the lodged date added when the application is submitted or is it only added once the authorised date is added?

Is the pre-allocated title on the data.linz site enough detail for the bank to set up the mortgage?
