So come on all those multimillionaires, give up some of your hard earned and inherited cash for the unfortunate and the lazy. With your help and generosity we can abolish poverty in NZ. Slip the next homeless drunk or druggie a cool mill. I'm sure they'll spend it wisely and won't be back on the street in another couple years.

Tax (which is what you allude to) is mearly one way to do that.
But, by definition, you will still have poverty until everyone earns within a very narrow band.
