You should really only need a photo of each room, of any repairs required to be done, damages etc which can work out to be anywhere between 10-20
Sometimes tenants can actually refuse you to take pictures and as one person on this post said that they can argue that it is a breach of section 38 which is technically true so in that case I would just advise the tenant that its required by your insurance policy. If you need to take photos of repairs then that shouldn't be a problem if it doesn't include their property in it
