As you well know, there does not have to be 'reasonable grounds' to give a 90 day notice.
You give the notice without reason, the tenant is obliged to move out - it may or may not be 'fair' or 'just', but it is the advice that Landlords on PT have been giving for over 10 years.
In giving a reason, HNZ have given the tenant something to fight against; I'm in a position to judge that fight, but HNZ have slipped up, IMO.DFTBA

First thing to o would be to have the test verified by a properly certified meth tester. Well does one of those exist?
The Massey fellow reckoned they were all piss poor, had no standard test and generally were a bunch of poorly trained yobs.
That's why all the noise has stopped and because the govt listened to him and upped the level allowed. from 0.5 to 2.0. Its probable it will go to 4.0 this year.
So start there.
Request the level and another test using a suitable testing standard as will be prescribed by the committee that is working on this. That should get them to pull their horns in.

I am advised that no one actually knows how long it can stay present. In the USA many researchers claim it will remain indefinitely until the place is cleaned. It definitely lasts many, many years. The oldest info I can find is a motel in Colorado that showed positive tests 12 years after being contaminated
