I agree that the hedge is the LL responsibility but a tenant can't just do work and expect to be paid.
I would expect to have a discussion first rather than a bill later.
So I think the 3rd question is: why didn't they ask first?
I agree--the thing that jumps out for me is the fact that the tenants decided to become contractors and bill you. What will be the next job? And how well will it be done? Tenants, or anyone, could do some serious damage depending on what the job was. Decide to freshen up the front of the house with some old paint they found? How about to suit their avant guarde tastes?
Are you sure there wasn't some communication between PM and tenant?

Ideally the property manager should have covered this off with you when you first entered the agreement with you so both parties are clear so it avoids any disputes like now.
The landlords are technically responsible for this and I very seldom see tenants maintaining gardens and hedges.
It would be very hard to have this enforced upon the tenants now so what I would suggest is for future tenants get the PM to run it past the tenants to see if they are happy doing it, if not then get them to negotiate about it.
You guys are missing the point here - not interested in who is supposed to do the hedge (I figured this out).
My beef is with poor or no advice given by the property manager to that effect. If PM had said Hedges are my responsibility that is fine - other option if I wanted would be to add this to the tenancy clause which I believe i can do (not that i would... now) - but not of these options were ever given to me.
So would I have a case against him for not doing his work properly?
A case to do what? Take your business elsewhere? Sure. But this is a miiiiiiiiinor thing.
I do not know how to add a new post so am jumping in on this one to get our message out there. We have an executive home which is rented just down the road and decided to get a property manager. The manager put a unemployed single mother in there. We did not know she was not paying the total rent each week for a month. When we received our first statement I had to contact the property manger. During this month we had raised a number of concerns such as she had a dog, no dogs allowed, she did not change the power to her name we received a 500.00 power bill however the manger said they didn't deal with these things. We felt there could be drugs involved he did an inspection because he was trained no problem no drugs. oH AGAIN NO RENT So eviction process starts and the same day the notice was completed the armed defenders and every other emergency vehicle descended on the property YES YOU HAVE A METH LAB. So now I start looking and although difficult to get the information I did. The tenancy application was only half completed the references provided only one was checked and that was a personal friend so now I start checking guess what YOU HAVE IT THIS IS NOT THE TYPE OF PERSON ANYONE ONE NEEDS NEAR THEM. Our insurance company are saying we are not inclined to pay you anything as we have concerns. REALLY THEY HAVE CONCERNS The costs are mounting and we are now looking at close to 300,000.00 and of course our property devalued. OH YES AND THE MANGER DID NOT LODGE THE BOND. Where to from here FAIR GO? Any thoughts out there and I have only told you half the story.
I think you should take responsibility for this and not blame the PM. You should have discussed with your PM who will be doing maintenance on the lawns, hedge etc, just like any other things that need to be done to the property. You cannot assume that these things will just happen. Did you ask the PM to add the lawns to the tenancy agreement or did you just assume the tenants would do it? If its not added you might end up with the same situation.
