      No. open windows are not a secure house and thus you can become responsible for items stolen.
      This has been ruled in the past in a case in Stokes Valley.
      Tenant is entitled to a secure property when not at home.

            You can become responsible for theft if you supply a house with windows that can open???

            All my houses have at least one window in each room with a security stay.
            Though this just gives more purchase to lever the window open.

                  Hi Patsg

                  What I would do is if you have a moisture meter go and test the property yourself to see if the house has defects which are contributing to the mould. Don't let the tenant see the readings unless its 'dry'.

                  So essentially ascertain if a) its the tenants living style or b) if its a defect with the house that is causing the mould.

                  If its a defect with the house it could either require a plumber or builder or both trades as at times it can often be a leak.

                  Without sounding prejudice though a lot of the time its the living style that causes the mould....

                        must have active ventilation systems in every (bed?) room

                        usually a small 10?cm fan high on an outside wall running 24/7
