We had an en suite put into our Wellington house, with the work finishing end of May. The builders project managed everything including consents. We still have not got the cert of compliance from the council, even though they apparently came round for final inspection of plumbing in early August. Is it normal for WCC sign-off to take this long or is the project manager dicking us around?

Most likely the builders have submitted paperwork, Council rejected something or requested more, and then the builders didn't submit the updated/missing paperwork, hence no CCC. Happened to me...
Just call the Council - it will take them 5 minutes to find what's holding your CCC, unless you are in Manukau. With Manukau they'll redirect to one of their companies dealing with consents, so it will probably take 15 minutes.

I spent weeks doing nothing out of paranoia that if I called the council they would say 'no, we have no record of any consent for your property' or something (totally irrational, I know - that's the kind of thing you want to know about asap).
Then yesterday I bit the bullet and called the council. Within ten minutes I had an email saying that they still needed photos of a couple of things. I have forwarded it to the builders who say the council has not told them this even though they have asked.
So who knows whose communication is at fault but at least some progress might be made now. Trouble is, one of the photos is of a plumbing thing which I suspect has been buried...
