Default Neighbour fallen trees damaged your property, who pay?

If neighbour's fallen trees damaged your property, who should pay for damages? What is the approach to claim damages from neighbour? If the neighbour is a tenant, should the claim target at landlord?

Thank you in advance for advise.

Normally your insurance will pay and may then recover the cost from the neighbour (owner).
