I'll try to keep it short and to a point.
On my property there's a concrete garage, which forms a part of retaining wall. It has been build very long time ago (probably 1940/50). Over the time the ground forces acting on it caused it to tilt somewhat in the direction away from the "ground its retaining". Concrete already has cracks in it and probably an engineer should asses this whether it is safe as it is now. Im skeptical about this because this can open a can of worms forcing me to perform repairs immidiately. Because there are other properties on the higher level, if the garage is teared down, other properties might be affected. Definitely the "landscape" or surrounding 2 neighbors will be affected, a boundary tree or 2 might fall.
Therefore I was wondering what are the laws around retaining walls.
The situation is that the retaining wall is on my property (but it is effectively a boundary wall), and it's in poor shape and will require a repair at some point (maybe 2 years, maybe 20 years, who knows). It is likely that during the repair neighboring properties will be affected in some way. Being a boundary wall, is it reasonable to ask neighbors to contribute to the repair ?
