Given that horse has already bolted in terms of undersized apartments, closing the stable door does nothing for the huge challenge of owners with smaller units. First and foremost there is a need to address the dysfunctional aspects of existing buildings in areas such as lack of space, ventilation, balustrades, soundproofing, storage and so on. Much of the ugliness is created by tenants using balconies as clothes lines, notwithstanding the best efforts of bodycorps. Conversely, if Council were to enforce a bylaw with stiff penalties, the problem would disappear overnight. Moreover, the menace of flicking cigarette butts out of apartment windows should be made a criminal offence
