Neighbours have all said (excluding the elderly couple of course) that the noise is not disturbing them.
Can I correct you that I am not advocating supporting and backing 18-21's, sure there are many who need to be put straight back into their place. However if we all took your attitude to 18-21's the world would probably be a worse place.
The facts down right are that there is only one neighbour who is complaining about this 'noise' when all the other neighbours surrounding my property happen to be families (yes with young children) and middle aged couples. So if you take some time to think about this you might just come to the conclusion that the old people could possibly have too much time on their hands and are very intolerant.
It seems that this could be difficult for you to understand so do make sure to take some time in order to understand the full situation

I've spoken to the previous owner of my rental property the other day and I was informed that indeed the elderly couple are known for 'complaining' about small matters. Previous owner had the property for 3 and 1/2 years and had rented it out the whole time.
The elderly couple have had a history of contacting the previous owner for things such as tenants not mowing lawns and of course for noise complaints (including people noises, yes 'people noises') when there had been no noise complaints filed with council and no other neighbours had main complaints. The previous owner had said it was an ongoing issue and they began to just ignore the elderly couple and their complaints. The previous owner had the threats of local paper, talk back radio etc. They also mentioned that the elderly couple have had a history of spying on tenants and all that I've told them about the problems I am having is nothing new to them, the previous owner seems to believe that the elderly couple won't be happy unless the property becomes owner occupied.
My tenants handed in their 21 days notice today and I am seriously considering now not renting my property out again but renovating it and putting it up for sale as it sounds like this could become an ongoing issue.

Consider putting in really bad tenants. Leave them there for six months and then get some normal ones back.

It would be a shame to let them win, but I don't see much of solution and I don't know how fair it is to put another group of tenants through the same thing. People noises is indeed a polite term used by the elderly neighbours for loud sex, quite surprised that they have the guts to complain about something like that..

at the start of this thread. Is the standard of proof you are
applying to the neighbours as high as that being required of
your tenants?
I still suggest trying to get a dialogue going and listening to to
what the "fogey's" are trying to convey. It may not turn out to
be so unreasonable after all, and fixable.
The noise control regs. are based on worst case scenarios.
They are not set at a civilised level, they are only able to
be invoked when things are really bad. They are not much
use if the noise is say in short bursts at varying times and
annoying more than than loud. Accidental even.
If there is indeed a "proven track history" of unreasonable
complaints, I don't envy you.

I'm just no longer willing to hear of noise complaints from the neighbours after finding out their history.
