      I was speaking generally. The act of removing a lot
      of what you describe as 'student hovels' will reduce
      the market pool. That will put pressure on prices.
      Supply and demand at work, with the usual govt.
      meddling pushing it all along to howls of dismay
      from all the sitting pretty social engineers, et al.

        Why don't they just tell the people living in these places they can't rent them any more and they have to pay more for a better quality place - will = the same situation.

          Market rent = what the market is willing to pay so they must be affordable. There is some $$ built into those rents for repairs.

          Jimo how about you provide affordable housing for students, you can lead the charge...

            I think there has been discussion on this before but every
            property should meet some minimum standard of healthiness
            (ie not kill the tenant) but after that it is horses for courses.
            Some people don't have much money so they can't expect
            to rent a 'flash' place for that.

            If you were to up the standard too much (all houses with
            full insulation, heating, sun and breakfast in bed) then either
            the rents go up too much or the house are sold to a private
            buyer and removed from the rental pool.

            At the end of the day you can't expect a private individual to
            subsidise the tenant any more than they do now.

              question is who is going to enforce it?

              and how to enforce it? inspecting every property available for rent to make sure the place is compliant is a huge task.

                But who is going to buy all those ex-rentals? There's

                Confronting a 'huge task' has never deterred gummints in the
                past. Amend the RTA to make it illegal to rent anything that
                does not have a RWoF and force all LLs to get one from said
                gummint and pay the gummint for it, too, of course. Annual
                renewal fees, administration fees, inspection fees - all with
                GST added, of course. Blenglish will be rubbing his grubby
                maulers together with gleeful anticipation. But . . .

                Probably more a socialist-type gummint thing than the gnats.
                But the gnats probably wouldn't reverse it, afterwards. Just
                say they would, while in opposition, as an election ploy.

                          Not only do you pay someone to do the inspection then you have to pay the council to file it. Then the council decide that they should perform annual audits of the annual WOF and charge for that also (almost as much as the WOF in the 1st place).
