I am looking to lease a retail property that would also be suitable to live in. If I find a retail property that isn’t currently used for living in, how difficult is it to get permission to do so? Is it just between the landlord and I – or does the Council etc also need to be involved? Is this likely to be a time consuming or costly exercise?

It is difficult, involving the Council. Costs are high and relate to fire rated walls, alarms & monthly checking (at your cost) and other things I have forgotten since I last thought about this topic.
Try to find one with an existing residential space, and ask an agent in your area for more details.

This is a tricky area. Converting even part of a retail space into residential is not an easy thing to do.
You don't want to involve the council at all.
What there are though, is plenty of places with a shop and a flat above, that's ideal.Squadly dinky do!
