Does it contain asbestos? If so don't damage it at all as it creates hazardous dust.
If it is over lathe and plaster I would use wooden battens to fix to and regib over it. If it is over gib board you may be able to get a plasterer to skim coat over the lot as long as the texturing isn't too pronounced. (Don't try sanding it to take the worst off unless you are sure it doesn't contain asbestos.)
I have some groovy anaglypta wall paper over a 1930's plaster ceiling, complete with wall paper joins. Haven't had the courage to address dealing with it efficiently, can't imagine stripping it, I guess it is worthy of the same treatment as the spray on ceiling.
Sorry TLL, I described it as 80s so people would know what I was talking about. It could be earlier. There was some good information in the other thread about taking a sample etc, so will give that a go. Thanks again.

These guys can test a sample to confirm presence of asbestos.
The textured ceiling can be scrapped off and bagged - while wearing protective clothes & masks
Do not sand the ceiling as the asbestos is most dangerous when airborne as dust.
