    Why? It is just another cost to the LL if fixed - I don't pass on the 'fixed' insurance or the 'fixed' rates. If it is fixed add it to the rent like all other fixed costs.

    If it is a % of water in then the tenant can do something to reduce the bill so it is reasonable to on-charge this seperately. IMHO

    So, Wayne, what then are your views on the fixed daily charges on your power bill and Telecom's monthly rental (irrespective of use} on both your mobile and home phone bill?

    Not a service I supply as a LL but I get your drift. Does the RTA have anything to say about having to provide phone? Probably does about power.

    I didn't say that the tenant shouldn't pay - one way or another! I am not a charity - just put fixed charges on the rent and on-charge the variable water fee.

    Which, of course, means more dicking around for you with paperwork and chasing up the tenant to make sure they do pay.
    So you are acting as an unpaid and possibly unwilling debt collecting agent for the water company.
    Nice for them. Of course they don't want the current system to change.
