Mayor Lianne Dalziel said she had "serious concerns" after reading the report and had "not known that this was occurring".

So firstly, this is a lie.

And even if it's not, she should resign.

The thing is, all councils operate this way.

This is why I don't look into council affairs or post on this thread anymore (well not very often). It's just ongoing incompetence and arrogance. The council staff ooze arrogance. Hate them.

No. But you get some sort of warranty with just about every product nowadays.

Cars, electronics, consumer goods of all kinds.

Baffling heritage rules mean Christchurch cafe cannot clean windows

"It's very embarrassing for customers to come up to us and ask why we haven't been cleaning our windows," he said. "We have beautiful views from our cafe, but there's a 20-millimetre gap between our windows, which we can't get in between." The cafe has put up signs to explain to customers why the windows are so dirty. Restaurateur Andrew Male said it would be relatively simple for the cafe staff to remove the protective glass with the right tools, but they were not allowed. The rules were set by the Christchurch City Council, which paid for the restoration.

Buller's mayor has slammed a couple who redirected Punakaiki's water supply to their own power generator, saying it was a "selfish act".
But Edgar Rochwalski says he did not damage the town's weir and he had a right to reclaim the water because it was on his land.

The judge was satisfied the structure was a vehicle because it was registered and warranted, and was not immoveable. A building can only be deemed such if it is immoveable and permanently occupied. Judge Callaghan concluded MBIE had erred in its decision.

And so, therefore, did the council numpties.

But the several aspects bit needs some reflection:
1) Registered
2) Warranted
3) Moveable
4) Occupied

Seems that moveability is the critical factor.
