I'm looking to buy a house which has a sleepout, which has a non-compliant sleepout. The sleepout being not checked out by the council. What happens if a tenant lives in it? Can they? What do I need to be aware of? Thanks

You really need to check with your local council on this one. However, generally I think these sorts of things can be ok if you get a "safe and sanitary" report from a builder. At least that's the way it is here. I had the same issue with some stairs that didn't have a permit.You can find me at: Energise Web Design

Not to put you off but somewhere in this forum there was story posted about worst tenants. Apparently one found that their rental home did not have a compliance cert on something. I do not think there was any safety issue involved.
They stop paying rent and took the landlord to court. The court awarded damages to the tenant and did not require them to pay rent arrears.
As Drelly suggests, call your local council and let them tell you what you need to do, to put it right.
May be a good negotiation tool, depending on the extent of non compliance and cost to rectify.
