I just installed Easy Air passive vents in my own home. Personally I think they'd be an excellent option for rental properties. They are slim vents that go in the top of the windows. It cost me just under $1,000 to have a 3-bedroom place fitted with them.
I did quite a bit of amateur research on ventilation, indoor air quality, etc. it seems you need to cover three areas.
1. Adequate ventilation
2. Insulation
3. Efficient heating
In my opinion, positive pressure systems (e.g HRV) would be an unnecessary expense. Opening windows is sufficient to keep a home ventilated, but it's impossible to get tenants to do this. The window vents I've had installed mean I can effectively keep the windows slightly open 24/7 without worrying about rain, insects or intruders.
It could be a good option for you.
