Greg Wilson has held futile negotiations with local iwi after discovering the place he planned to build his dream house on was once a pa site.
Manukau City Mayor Sir Barry Curtis says buyers should beware and not put all their faith in a LIM report.
Wilson bought his Whitford lot three years ago to build a house because the LIM report did not mention it was once a pa site.
The council had that information in a file along with thousands of similar sites.
Wilson said that omission has cost him $70,000 and 18 months of fruitless negotiation with the local iwi.
Sir Barry said making the pa locations available would prompt scavengers to desecrate those sites.
But others say that is rubbish. Manukau City Councillor Jan Sinclair has recommended that the council reviews its approach to waahi tapu and LIM reports.
"You can't even cut down trees today without getting a consent. I mean you can't, you can't touch... There's laws to protect heritage sites," Sinclair said
