I have just been in contact with my property manager and they have begun charging tennants the full amount for water and also the increase in the ARC levy.
I say well done to my property manager

And this from yesterday's Letters to the Editor in the Herald...
Mark Reynolds states that a Herald article says tenants “should” face extra charges for wastewater, when it actually says tenants “can” now be charged.
Mr Reynolds quotes me saying “commonsense means the tenant should pay extra for wastewater.” This is incorrect. I said, “Commonsense meant that tenants should pay for water just as they did for electricity, gas and telecommunications”.
Individual landlords may choose the status quo or introduce wastewater charges and reduce the rent or cancel planned rent increases.
If landlords introduce wastewater charges without allowing for market rents, they could lose their tenants.
The rental market in New Zealand is large, with many tenants and almost as many landlords. There is easy access to rental price information through newspaper advertisements, magazines and Tenancy Services website. This makes the market very transparent. If rents are above market levels, tenants can easily identify this and move or apply to the Tenancy Tribunal and object. The system has a lot of advantages open to tenants.
The District Court decision on wastewater charges is good as Landlords have absolutely no control over how much water is used, yet they had to pay the majority of the bill. This was unfair to landlords.
