Napier rates set to jump 4.5pc

Napier people are facing a 4.5 percent rates hike for the coming year, with upgraded sewage treatment making up a third of the proposed increase.
The planned rates boost for the 2004/5 year is outlined in the Napier City Council's first long-term community plan which went public today.
The 4.5 percent rates increase is to cover inflation, loan-servicing costs and infrastructure capital including the advanced primary sewage treatment plant at Awatoto.
The plan proposes no new services for the 12-month period.
Mayor Barbara Arnott said desirable items had been listed but were not yet funded.
These items included central business district development ($7.165-million), cycle strategy projects ($3.014), redeveloping Jull Wharf ($1.8-million), Emerson Street pavement renewal ($1.524-million), Taradale shopping centre renewal ($1-million), erosion mitigation measures at Westshore (850,000), Marine Parade road upgrade ($572,000) and an upgrade of Civic Court ($241,000).
The advanced primary treatment at the Awatoto sewage station will have the greatest impact of any single Napier City Council project on council finances during the next 10 years.
It will increase total council rates income over the coming year by an estimated 1.6 percent, 6.8 percent in the following year, 7 percent in 2006/07 and 8 percent in 2007/08.
The council proposes raising $34.065-million in loans for capital spending over the next 10 years.
The main projects targeted for loans in the coming financial year are advanced primary sewerage treatment ($10-million), overland drain and pumping station ($1-million), Omarunui regional landfill site redevelopment ($967,000) and the Prebensen Drive extension ($410,000).
A council expo to publicise the plan will be held from 3-7pm on Monday and Tuesday next week in the Municipal Theatre's Pan Pac Foyer.
Public submissions, which close on Friday, May 21, will be heard and considered on June 2.
The plan will be adopted on June 23.
