Compliant heating suggestions

I just had healthy home report done and mostly i needed heatpumps , gutter cleaning, fire proof. Insulation is also needed but i have done it few years ago.

Basically is this requirement for heating: A capable device of achieving a minimum temperature of at least 18°C in the living room is required. Device must be fixed. Portable device will not count towards result

I rang Sustainability trust asking if their 2kw heater if hard wired in would be an acceptable heater for a small living room to be compliant. I wasn’t sure if the plug was cut off and hard wiring it was ok. All they wanted to do was pitch to make an appointment to do a healthy homes assessment which I refused. We have already done insulation ceiling and floor and I just want a heater that’s efficient for the tenants. Has anyone installed one that’s not a heat pump and is cheap for the tenants to run? Thanks.
