Two more RBNZ staff are leaving.
What's going on in that place?
Losing experienced staff is never a good idea for an organization, no matter what the bean counters think.
From my own personal experience " Restructuring" usually means forcing everyone to do more work for the same money.
And forcing people to take on tasks or responsibilities they don't enjoy.
(Probably the very same tasks and responsibilities that they left their last job because of).
