This is where I think we should point the bone. Unfortunatly, the problem is a sociological one. Over the past 40 years we have constructed a society where everyone must be allowed an opinion (thus there is always someone against what is being proposed, and that someone must always be allowed to appeal and hinder everything) and in which if anything happens it is always someone else's fault and that someone should pay. Thus in self defence local Councils have been forced into excessive procedural rules and regulations that result in soaring costs.
That's my opinion. We will not change what we have created until we undo these attitudes. I also fear that this is not going to happen (too may careers at stake) and that we are stuck with it.
And as Perry said the other day, this is why developing countries can catch up. They don't have 50 years of bureaucratic rules to overcome.
Sure you have to flick the local boss/mayor/warlord some money and his cohorts too but it's much quicker and cheaper than the legalised theft process we have in westernised countries.Last edited by Perry; 28-01-2011, 04:48 PM.

You may or may not be deluded enough to believe that it is possible to generate a median from a single value..... but trust me it is impossible ......asdr flailing around looking for a way out when his own link states that a what a median is and that it needs a statistical distribution and it is blindingly obvious (see what I did there????) to anybody who can read properly that for there to be a statistical distribution you need more than 1 value.... you need values with a "s" and to find the median you need to order your values.
You may well spend your spare time ordering groups of one along with adsr......calling a single cow a herd ....calling a single sheep a flock....... those with a bit more common sense can see the futility.

You may well be stupid enough to count a single value as a statistical distribution..... however most people would disagree with you.... an arrangement of values of a variable showing their observed or theoretical frequency of occurrence ...... the little "s" at the end of values might well be meaningless to you, but trust me it is important.
